An Oversight Board plays an integral role in the implementation of ABx1 26, AB 1484, and SB 107, the bills that dissolved redevelopment agencies (RDAs) and provides for the wind-down of redevelopment activities. In September 2015, the State of California approved Senate Bill No. 107 (SB 107) in order to guide the final technical steps in the dissolution of local redevelopment agencies. The legislation amended various provisions of the existing dissolution law, including the Oversight Board consolidation into a single Countywide Oversight Board on July 1, 2018.

Oversight Board Duties

The Oversight Board is generally intended to supervise the activities of the successor agency and ensure the former RDA’s assets are distributed to the taxing entities expeditiously and in a manner that maximizes value. The Oversight Board has a fiduciary responsibility to holders of Enforceable Obligations of the former RDA and to the taxing entities that would benefit from the distribution of revenues generated by the liquidation of RDA assets.

SB 107 requires each Countywide Oversight Board to consist of seven members. The Board must elect one of its members as the chairperson. [HSC 34179(j) (1-7)]

The Countywide Board is appointed as follows:

  1. One member appointed by the Santa Barbara County Board of Supervisors ("BOS").
  2. One member appointed by the City Selection Committee.
  3. One member appointed by the Independent District Selection Committee.
  4. One member appointed by the Santa Barbara County Superintendent of Education.
  5. One member appointed by the Chancellor of the California Community Colleges.
  6. One member of the public appointed by the BOS.
  7. One member representing the successor agency employees - to be appointed by the Governor.

A majority of the total membership of the Oversight Board constitutes a quorum; a quorum is required for the Oversight Board to take action. [HSC 34179(e)] .


Each member of an oversight board shall serve at the pleasure of the entity that appointed such member (H&SC §34179(g)). The Governor may appoint individuals to fill any oversight board member position described in subdivision (j) that has not been filled by July 1st, 2018, or any member position that remains vacant for more than 60 days (H&SC §34179(b)).


Oversight Board members cannot be compensated or reimbursed for their expenses. However, Oversight Board members "are protected by the immunities applicable to public entities and public employees." [HSC 34179(c)]

On matters within the purview of the Oversight Board, decisions made by the members supersede those made by the Successor Agency or the staff of the Successor Agency. [HSC 34179(p)]


The Oversight Board is subject to the requirements of the Brown Act (open meeting law), the Public Records Act, and the Political Reform Act.


Members must file a Statement of Economic Interests upon appointment, annually and when leaving the Oversight Board.


Successor Agencies Wind-Down of RDA Activities

The Countywide Oversight Board will guide the winding-down process of the Successor Agencies, and will cease to exist when all Successor Agencies have been formally dissolved. Below are the Successor Agencies within the County of Santa Barbara.
